Smooth window scroll to position with requestAnimationFrame and Tween.

scrollTo(x, y, [options])

Scroll to the given point (x, y) with the given options:

• ease easing function defaulting to "out-circ" (view ease for more)
• duration animation duration defaulting to 1000
